Our client is now looking to recruit a Commercial Portfolio Manager, based in Wellington New Zealand

The Commercial Portfolio Manager is the lead provider of commercial expertise in support of the Estate and Infrastructure business Group.

Working as a direct report to the Assistant Chief, (Commercial), and the role is responsible for developing and maintaining commercial plans and strategies to achieve our clients business and investment outcomes. Additionally, the role is responsible for measuring and driving commercial performance within the portfolio.

Our client's work and investment programme requires extensive commercial enablement. This includes the establishment of critical supplier partnerships, optimisation of service contracts, development of investment plans, and the delivery of a major infrastructure works programme through third party contracting.

The Commercial Portfolio Manager has responsibility for directly advising our client's senior leadership team and for overseeing the commercial work programme. The role is particularly focussed on supporting the Estate Regeneration investment programme and the most significant, complex and critical commercial events, contracts and supplier relationships within our client

As a senior member of the team, the role is expected to make a significant contribution to improving the overall capability and effectiveness of our client's commercial function.

So what's needed to fulfil this exciting new role?

  • Ability to build a deep understanding of organisation strategic goals and translate these into commercial strategies and achievable objectives.
  • Advanced communication skills, with the ability to confidently articulate complex themes and concepts to a range of audiences
  • Ability to project the credibility, gravitas and logical reasoning necessary to influence senior leaders within the Defence Force
  • Strong interpersonal skills with the ability to build the trust and rapport necessary to enable collaboration and cooperation across the organisation
  • Knowledgeable of current and possible future policies, practices, trends, technology and information affecting the construction and facilities / asset management industries.
  • Expert knowledge of contracting practices and commercial models for construction, professional property services and facilities / asset management service contracts
  • Knowledge of advanced supplier relationship management models and practices
  • Knowledge of the machinery of Government, and the Better Business Case framework
  • .. Through experience and a track record of success, able to command high levels of credibility and respect within DE&I, DCS and the wider commercial property/construction industry
  • Considerable (5+ years) experience in managing infrastructure related procurement and contracting programmes or projects
  • Extensive experience (10+ years) in managing the performance of suppliers and contracts, and in building and maintaining effective and trusting commercial relationships
  • Experienced in developing strategy and / or policy documents, including business cases
  • Extensive experience (5+ years) acting as a trusted advisor and providing decision support to senior leaders
  • Demonstrated practical experience in programme and project planning
  • A relevant tertiary qualification at post-graduate level (e.g. MBA or equivalent) is essential
  • Membership of a professional property organisation is desirable.
  • Membership of Chartered Institute of Purchasing and Supply is desirable

There is certain criteria candidates applying for this role MUST adhere to: preferably a NZ citizen or is a citizen of, and has resided continuously in one or more of the following countries for the last 10 years: either Australia, Canada, NZ, UK or the USA; and has a background history that is verifiable and can be assessed as appropriate by the NZSIS towards a recommendation of suitability for a security clearance at a higher level.
